New Foreign Policy Vision Identifies Europe's Fundamental Problem: A Supposed Lack of Xenophobia?

During his initial presidency, analysts often suggested that Donald Trump's statements should be taken seriously instead of word for word. However, subsequent events suggest that that formula may have got it backwards.

A recently unveiled U.S. National Security Strategy alongside a series of comments from U.S. figures, presidential allies, and Trump himself have sparked potentially one of the most severe crises for Atlanticism, the security framework that has underpinned peace and democracy in Europe since World War II.

From Burden-Sharing to Civilizational Fear

Whereas The initial complaint focused on Europe's perceived refusal to pay for its own security, his rhetoric has now evolved into a far more alarming perspective.

Tinged with racial prejudice and a deep-seated disdain for Europe's political institutions and elected leaders, he has spoken about the potential of civilizational erosion on a continent he has rarely visited and has predominantly viewed from the interior of a luxury vehicle.

"His recent interview lacking in a consistent philosophy is nevertheless replete with something else: the muddled anxiety of an ageing white man facing demographic shifts."

This paranoid Maga perspective, which has already influenced contentious American border and policing policies, is now clearly to be shaping Washington's understanding of Europe.

A Xenophobic Thesis

From this vantage point, migration from the global south causes a cultural dilution of European countries, making them "feeble" under "foolish" leaders and paving the way for their demise. It constitutes an unabashedly racist theory, with the president's allies explicitly endorsing far-right political parties across Europe.

While the broader theme of Trump's racial rhetoric is familiar, its specific implications for European security are essential to grasp.

For Trump and his adherents—a group that includes tech magnate Elon Musk, who recently advocated for the dissolution of the European Union—all statecraft is inherently transactional. But, whereas the previous argument was about financial fairness, the new claim is that a decadent Europe is undeserving due to its shift toward multiculturalism.

Weakening from Within

During the conversation, Trump himself connects these dots in a form of wish-fulfillment exercise. He concedes that the Kremlin wants a divided Europe. Trump then declares Europe to be weak, and in exposing the rifts in the transatlantic alliance, he objectively helps Putin by further weakening European unity—all while claiming it's not his "fault".

All of this is playing out at possibly the most consequential moment for Europe since WWII, with a brutal conflict in Ukraine and escalating provocations elsewhere on the continent.

While Europe cleaves ever tighter to Kyiv amid persistent threats of U.S. withdrawal, the danger is that Trump has rationalized a rationale for ignoring his allies.

Reactions from Allies

These developments demands a firm reaction from capitals across Europe. While some leaders, such as German Chancellor Friedrich Merz, have been blunt in their pushback, others—like the office of UK Prime Minister Keir Starmer—have continued with a strategy of attempting to appease the U.S. administration.

Recently, the UK government declined to push back on Trump's comments about Europe or his latest criticism on the mayor of London.

The spokesperson stated, "He enjoys a strong relationship with the American leader and a strong relationship with the London mayor, and is focused on cooperating with each to deliver stronger results for the British public."

The undeniable truth is that Trump means his words and repeats them consistently. It is past time to stop pretending otherwise.
